After the launching ceremony, online media reporters walked into the new shoreline community of Haiyu Community and the Smart Baoan Control Command Center in Baoan District, Shenzhen, and felt the achievements of building a new smart city in Baoan District in the past two years.

Aiming at the problems of information sharing and system incompatibility between departments, Baoan District has made overall plans for the information resources of the whole district, built a big data center, a computer room and a network, formed a "shared practical and safe" information infrastructure system, and effectively cracked the information barriers between departments.
At present, the Big Data Resource Center has established four basic databases of population, legal person, housing and geographic information, 11 subject databases, 86 professional layers, integrated 659 items of data from 71 departments of the city and district, and gathered 40,000 multi-channel videos to realize real-time data sharing of 24 systems, which has become the core and brain of a new smart city in Baoan District.
Supported by the management and control command system, Baoan integrated the emergency command resources of 31 departments in the whole district, created a "1+10" joint emergency command system, twisted emergency resources and forces into a rope, and realized "integrated command, diversified linkage and normal operation" of emergency events.
On June 2, last year, the grid staff of Shangnan Station in Xinqiao Street found a large number of flammable and explosive chemicals stored in a factory during the inspection of Shangnan East Road in Huangpu Community, and immediately notified the incident information to the "management and control communication" system and simultaneously notified the situation to the relevant functional departments of Xinqiao Street. Relevant departments immediately rushed to the scene to investigate and deal with about 140 tons of dangerous chemicals after receiving the news, so as to eliminate potential safety hazards in time.
This is a daily law enforcement event of grid smart management in Baoan District. Grid is the smallest unit of urban governance. Baoan innovates the grid wisdom management concept of "great inspection, great wisdom, great law enforcement, great integrity and great participation". Through big data analysis, we can accurately discover and rectify key and difficult problems, and realize grid security is community security, community security is street security, and street security is Baoan security.

Bao ‘an District has deepened the "streamline administration, delegate power, strengthen regulation and improve services" reform, built a unified smart government service system in the whole district, and realized the cross-departmental linkage of examination and approval, supervision and service, forming a "treasure-style smart service model" with one window, one network, one site visit, 24-hour self-help, all-in-one operation in the whole district and one machine connecting Bao ‘an. It has achieved 100% online declaration and 100% online approval, so that data can run more and people can run less errands.
At the same time, Baoan District has also established a real-time updated "government affairs database" to support the online processing of 692 examination and approval items. One-third of the business volume is handled online, reaching 258,000 pieces, reducing the number of people running in the lobby by 90,000 and reducing the number of paper materials provided by the people by 145,000. Among them, the whole process of business handling for the disabled and rental housing management, which accounted for 47% of the total business in the past, is implemented online.
