Compromise Scheme "Xiaolushan City"

In previous discussions, there were many plans to set up a prefecture-level "Da Lushan City" following the example of Huangshan and Zhangjiajie, but "Da Lushan City" involves a large adjustment of zoning, and its interests are difficult to balance, so it is less likely to be approved.
Not only that, at the two sessions of Jiangxi Province and the National People’s Congress in 2016, deputies to the National People’s Congress submitted relevant suggestions on accelerating the establishment of Lushan City.

In 1986, the Jiangxi Provincial People’s Government studied the improvement of the management system of Lushan Mountain Scenic Area at the 75th and 81st meetings of the Governor’s Office, and decided to change the current practice of entrusting Jiujiang City with the custody by the provincial people’s government and establish a streamlined county-level institution directly led by Jiujiang City People’s Government, so as to form a unified and powerful leadership over Lushan Mountain. And decided to set up an investigation team, put forward a plan and report it to the Jiangxi Provincial Committee of the Communist Party of China for examination and approval.

Since then, in 1996, 2000 and 2010, the idea of setting up a city in Lushan Mountain has been put on the agenda for many times, but in the end it was shelved because of problems involving demarcation, benefit distribution and streamlining institutions.
"When Lushan declared the world cultural heritage in 1996, it was proposed for the second time to solve the problem of this system, but five years passed because the declaration was in a hurry." Zhou Luanshu said at the above seminar that the establishment of Lushan City has been delayed for a long time. In essence, some interests are difficult to settle. The leading cadres and drivers on the mountain are reluctant to merge with Xingzi County because Xingzi County is an agricultural county. After the merger, the cadres and workers on the mountain are worried that their income will decrease.
In May, 1999, Jiangxi Economic Society, Jiangxi Jiangxi Cultural Research Institute and Jiangxi Academy of Social Sciences Rural Economic Research Institute jointly held the "Academic Seminar on How to Play Lushan Brand in Jiangxi Tourism" in sha he, Jiujiang County. "At that time, most officials and experts attending the meeting thought that it was urgent to unify the management system of Lushan Mountain, and Lushan City should be established as soon as possible, especially after Huangshan and Zhangjiajie were established, which greatly promoted the all-round development of local tourism and economy. Therefore, it was a consensus to establish Lushan City, but there were different opinions on the jurisdiction, administrative level and municipal administration location of Lushan City." At that time, the Lushan Scenic Area Administration was merged with Xingzi County and Jiujiang County to form Lushan City, and the opinions of changing Lushan District into the suburb of Jiujiang City were in the majority. The plan of merging two counties and one mountain was "Zhonglushan". As for the administrative level of Lushan, some think it should be a prefecture-level city; Some advocate setting up county-level cities first and upgrading them to prefecture-level cities later, because county-level cities are easy to approve.
As for the location of the city, most people advocate that it should be located in Shahejie Town, Jiujiang County, because it is the intersection of Beijing-Kowloon Railway and Jiuwu Railway, only ten kilometers away from Jiujiang Airport, and has a broad development hinterland. Some people also advocate that it should be located in Nankang Town, Xingzi County, so as to facilitate the development of scenic spots in the south of Lushan Mountain and Poyang Lake tourism and integrate the development of "mountains, cities and lakes".
The above-mentioned seminar is only a big discussion on the establishment of Lushan city in academic circles, but it also lays the foundation for putting Lushan city on the official agenda again in 2000.
In 1999, several experts from the Decision-making Advisory Committee of Jiangxi Provincial Government jointly wrote to the Jiangxi Provincial Party Committee, calling for rationalizing the management system of Lushan Mountain as soon as possible, and taking Lushan Mountain as the leader to form a tourist belt integrating famous mountains, rivers (Yangtze River), lakes (Poyang Lake) and famous cities. Focusing on playing the "Lushan Brand", Jiangxi Province has reached a consensus that a new Lushan City should be established as soon as possible, and all areas belonging to Lushan Mountain should be included in the management of the new Lushan City.
In 2000, Liu Jifu, then the mayor of Jiujiang, publicly proposed to "straighten out the management system of Lushan Mountain and set up Lushan City" in the article "Jiujiang has a bright future-Jiujiang’s cross-century modernization".
Later, in August 2001, Liu Shangyang, then secretary of Jiujiang Municipal Committee, also mentioned in his speech at the 13th plenary (enlarged) meeting of the 10th Jiangxi Provincial Committee that "the management system of Lushan Mountain should be straightened out as soon as possible and the tourism mechanism should be changed. However, at the beginning of 2000, the discussion plan of setting up a city in Lushan Mountain was not recognized by Xingzi County.
A number of retired veteran cadres in Xingzi County confirmed to the The Paper reporter that the plan for setting up a city at that time was to set up Lushan City with the southern ring road of Lushan Mountain as the boundary, and all the roads around Lushan Mountain were under the jurisdiction of Lushan City. If this plan is implemented, villages and towns with rich tourism resources along Lushan Mountain, such as Bailu, Hot Springs and Pass in Xingzi County, will be designated as Xingzi County.
"At first, I just heard such a rumor, but later (Xingzi County Government) asked the leaders of the Civil Affairs Department of Jiangxi Province, and they said that they had discussed this matter." A retired cadre at the official level in Xingzi County revealed to The Paper that this plan is not scientific, and the opinions of Xingzi County have not been sought. Many villages in Xingzi County are surrounded by Lushan Highway and pass through the village. The specific plan is: cancel Xingzi County and set up Lushan City, which is a city with districts and districts at the main hall level. Administrative divisions include: the area under the jurisdiction of Xingzi County, the management scope of Lushan Scenic Area Administration, some towns and villages under the jurisdiction of Lushan District (Guling Town, haihui town, Weijia Town, Gutang Town, Lianhua Town and Saiyang Town), and some towns and villages under the jurisdiction of Jiujiang County (Shahejie Town, Shizi Town, Minshan Township and Mahuiling Town).
According to this plan, Nankang Town, the resident of Lushan City, consists of Xingzi District, Shahe District and Lushan District, and the Lushan Administration Bureau, Xingzi Economic and Technological Development Zone and Shahe (formerly Jiujiang) Economic and Technological Development Zone are also established. Recently, many officials familiar with Xingzi County told The Paper that in 2010, Jiujiang applied for the establishment of Gongqing City, and at the same time, it also packaged Xingzi County and Lushan Scenic Area Administration under its jurisdiction to apply for the establishment of Lushan City.
At that time, the idea was that Sujiadang Township and Zequan Township were allocated to gongqingcheng city, and the other two surrounding towns were allocated to Xingzi County as "compensation". However, with the failure of Lushan Mountain to "rush to the city", the idea of allocating the other two towns to Xingzi County ran aground, and Sujiadang Township and Zequan Township failed to be zoned away.
