The leading cadres and drivers on the mountain are reluctant to merge with Xingzi County because Xingzi County is an agricultural county. In May, 1999, Jiangxi Economic Society, Jiangxi Jiangxi Cultural Research Institute and Jiangxi Academy of Social Sciences Rural Economic Research Institute jointly held the "Academic Seminar on How to Play Lushan Brand in Jiangxi Tourism" in sha he, Jiujiang County. In 1999, several experts from the Decision-making Advisory Committee of Jiangxi Provincial Government jointly wrote to the Jiangxi Provincial Party Committee, calling for rationalizing the management system of Lushan Mountain as soon as possible, and taking Lushan Mountain as the leader to form a tourist belt integrating famous mountains, rivers (Yangtze River), lakes (Poyang Lake) and famous cities. Focusing on playing the "Lushan Brand", Jiangxi Province has reached a consensus that a new Lushan City should be established as soon as possible, and all areas belonging to Lushan Mountain should be included in the management of the new Lushan City.

In 2000, Liu Jifu, then the mayor of Jiujiang, publicly proposed to "straighten out the management system of Lushan Mountain and set up Lushan City" in the article "Jiujiang has a bright future-Jiujiang’s cross-century modernization".

Later, in August 2001, Liu Shangyang, then secretary of Jiujiang Municipal Committee, also mentioned in his speech at the 13th plenary (enlarged) meeting of the 10th Jiangxi Provincial Committee that "the management system of Lushan Mountain should be straightened out as soon as possible and the tourism mechanism should be changed. At that time, the idea was that Sujiadang Township and Zequan Township were allocated to gongqingcheng city, and the other two surrounding towns were allocated to Xingzi County as "compensation". However, with the failure of Lushan Mountain to "rush to the city", the idea of allocating the other two towns to Xingzi County ran aground, and Sujiadang Township and Zequan Township failed to be zoned away.

"In 2010, the plan to set up a city in Lushan was done together with the plan to set up a city in Gongqingcheng."
